Send email wit or witout list attachments...

It's like wanting to get a Phila steak wit or witout the cheese! I'm not really a programmer, so I was wondering if someone out there could help me understand what needs modified in this activity to always send the email, even if there is no attachment. I found this part in the development code that seems to use a decision, so is this improved in an upcoming release?
